Richard Moore serves as assistant general counsel/director of regulatory affairs for the Missouri Chamber of Commerce and Industry, joining efforts to protect and advance Missouri business by advocating for pro-business legislation and policy in the State Capitol. He works directly with legislators to help ensure the voice of the business community is heard as new statutes are drafted. In addition to his role as assistant general counsel, Moore specializes in the following legislative issues: energy, education reform,
workers' compensation including Missouri's Second Injury Fund, gaming, immigration and all regulatory affairs.
Moore has valuable experience in the energy and regulatory arena. Most recently, he served as the chief of staff/general counsel to Chairman of the Missouri Public Service Commission, Robert
M. Clayton III, and previously served in a similar role to Commissioner Connie
Murray. While at the PSC, he worked extensively with telecommunications and matters related to energy generation, transmission and distribution. He was responsible for drafting and tracking legislation and administrative rules, analyzing rate cases, and assisting in setting the legislative agenda.
Prior to his work for the Missouri Public Service Commission, Moore was a legal counsel/legislative liaison for the Missouri Department of Natural Resources
and served as General Counsel to the Missouri State Treasurer. In 2002, he began his career as a staff attorney for the Missouri Senate, where he specialized in the areas of business, workers’ compensation, labor, local government, tourism, general laws, pensions and terrorism.
Moore earned a bachelor’s degree in political science and history from Columbia College, and his juris doctorate from Southern Illinois University.
He resides in Columbia with his wife, Susan.
